Five Nominees in the Eleventh Edition of the Act the Year

The Act of the Year survey is organised by the professional services firm Deloitte and its law firm Deloitte Legal. The patronage was again taken over by the Chamber of Commerce of the Czech Republic, the Czech Bar Association and newly by the Chamber of Tax Advisors of the Czech Republic. The nomination board comprised twenty authorities from different areas (not only business). After a long debate, the board sent five nominees to the public vote:

  • Digital state: Data circulate, people don’t (Act on the Right to Digital Services)
  • The state may impose obligation only through a legal regulation (cancellation of the practice of obligatory tax forms informally set by the ministry)
  • Decrease in the costs of business (online incorporation of companies)
  • Higher predictability and better clarity of legal acts (single effective days and overview of obligations)
  • The state cannot collect a special fee for fulfilling its obligations (cancellation of the fee for filing a motion for the investigation of a public tender)   

"This year’s topic for many members of the nomination board of the survey was the digitalisation of the state administration. After a number of sub-acts, such as data boxes or some interactive forms, there may be a significant breakthrough. Within five years, the whole state administration in the Czech Republic should be completely digital. In a year, the creation and publication of legislation, the basic regulatory instrument for the management of the state, citizens and companies, should be digitised," commented Tomáš Babáček, Chairman of the nomination board for the Act of the Year and Partner at Deloitte Legal.

This year's nominations include not only the Act on the Right to Digital Services, but also a number of judgments of the Constitutional Court, which regulates the state’s digitalisation efforts on a regular basis to ensure constitutional compliance.

The vote takes place physically at the premises of individual partners, the organiser and on the website www.zakonroku.cz.
