AmCham CZ: Since the government does not set performance objectives beyond total expenditure for public procurement, it is difficult to assess whether or not the spending has made the country more competitive

The Act on Public Procurement had two major surgeries in recent years. This should have improved the quality of public services for every crown spent. That would not only have created more prosperity and spread it wider, but it would have made the country and its companies more competitive, as well as increased public trust in the government and politicians. How have we done? No one can say for certain. ZIndex- an NGO run by statisticians- has put together a novel database that assesses how public authorities meet best practice in accountability and competitiveness. Some offices score rather well. Jindrichuv Hradec compiled the highest marks (83) for major cities for their procurements between 2013-15. Southern Bohemia (83) and Usti (82) led the regions for the same period. At the national level, scores were lower; the Ministry of Regional Development (73) and the Ministry of Education (70) led the way for ministries in 2012-2014. Since the government does not set performance objectives beyond total expenditure for public procurement, it is difficult to assess whether or not the spending has made the country more competitive or spread prosperity through better government services. One thing seems clear, however. The goal of creating more public trust needs more work. Recent polls by CVVM put trust in the government at 37% and regional governors at 40%. The good news is that mayors have a 64% confidence rate. It seems the closer people are to the guys in charge, the more they believe they can do the job.
