Council and EP discuss new car emission tests

On 19 November, the negotiators for the Council and for the European Parliament held another round of talks on the reform of emission benchmarks and tests for road vehicles. This rather technical issues received big amounts of attention after the VW scandal. A piece of legislation amending the EU emission norms for cars and trucks is stuck in the legislative process. The Council and the EP seek a way to get involved in the implementing process (the more technical questions, adopted by the Commission as delegated or implementing acts). One of the substantial problems in EP-Council talks, at least for now, remains the testing regime. The VW scandal showed how flawed tests can make tough norms irrelevant. Both co-legislators would like to have a say in this highly technical matter. The issue will be further discussed in the next trilogue meeting.
