From sessions of the Chamber of Deputies between Jan 29 and Feb 11

A MPs amendment to the Act on Co-ownership to Buildings and Certain Ownership Relations to Apartments went through the second reading on January 29. It abolishes a two-track system of decision-making (consortium of owners vs. individual owners), lowers voting quorum, introduces voting per rollam, stipulates that a lien would always belong to a consortium of owners etc. The Government will support the amendment, if several changes are made. MPs from ODS, ČSSD and KSČM united behind the amendment to the Act on Fundamental Registers to postpone a deadline for filling the newly established registers with information from respective agenda systems (a new deadline is July 1, 2012). A MPs proposal to amend the Act on Electronic Signature was approved by the Chamber of Deputies in a special shortened procedure on February 10. The piece is connected to the Act on Fundamental Registers (see above) and postpones a deadline for issuance of new electronic IDs to January 1, 2012. For more click here

Governmental Amendment to the Act on Electronic Communications passed the first reading on February 10. It contains, among others, regulation of radio spectrum administration, universal service or preferential connection. For more click here

The so-called governmental anti-corruption package went through the first reading on February 10. It contains, for example, a new provision on an agent provoking to a crime and conditions under which a criminal proceeding running against an accused person, who is co-operating with the prosecutor or a court, can be discontinued. An amendment to the Act on Energy Management submitted by a group of ČSSD MPs went through the second reading on February 11. The piece stipulates the State Energy Concept and its changes be in the future suggested by the government and adopted by the Chamber of Deputies. Every three years, the Government would report to the Chamber of Deputies on keeping to the plan of action. Fore more click here.
