Paragraph 4 was added to § 6, which stipulates that the contracting authority is obliged to comply with the principles of socially responsible procurement, environmentally responsible procurement and innovation in the sense of this Act when creating the tender conditions, evaluating tenders and selecting the supplier, provided that this is possible based on the nature and meaning of the contract. The contracting authority is obliged to duly justify its procedure.
