The Ministry of Interior has revealed a legislative intent of the Bill on Civil Service. The Bill reflects the Governmental strategy of transparent and efficient governance. The Government intends to professionalize the civil service by differentiating political positions (i.e. ministers and their advisors) from civil service (state secretaries, servants). Civil servants would be ensured against possible withdrawal from political reasons in the future. The Bill aims at stabilizing of the civil service stipulating the career progress and educational conditions of civil servants. The Bill also changes labor relations between an employer (state departments) and an employee (servants) with service duties for servants as well. The Bill should apply to servants of regional authorities as they are concerned as the public officials too. 
The Ministry of Interior expects further prompts till the end of September.
