Public property policy at municipal and regional level

At its session on 8 November, the government approved the analysis of public property policy and legal responsibility of public officials for any damage caused when disposing the rights to the property. The government currently seeks to amend the Act on Municipalities and the Act on Regions (zákon o obcích a zákon o krajích) to introduce changes that would lead to a transparent mechanism of property disposal. The government also tries to enhance legal responsibility of public officials as they would have to consciously dispose with the public property. The aim of the enhanced legal responsibility is to hinder the deliberate infringement of officials’ duties by not claiming any obligation regarding the public property stemming from public contracts. Much greater right of public supervision is given to municipal representatives. The representatives are also granted any information they ask for. The amendment also expects a process of clarifying the competences of the municipal council and the municipal board.
